Lands Commission Launches Digital Land Administration System In Volta Region
The Volta Regional Office of the Lands Commission has inaugurated a Client Service Access Unit (CSAU) and officially deployed the Enterprise Land Information System (ELIS) in Ho, marking a major step in the digital transformation of land administration in the region.
The launch, held on Wednesday, June 3, 2026, brought together officials from the Ministry of Lands and Natural Resources, the Lands Commission, traditional authorities, staff, and key stakeholders to witness what has been described as a significant shift towards modernised and efficient land service delivery.
The Volta Regional Lands Officer, Surv. Issah Mahama, described the development as a milestone in improving efficiency and service delivery.
He said ELIS would streamline land processes, enhance record management, and speed up access to services for the public. He also urged staff to embrace the transition while appealing for patience as operations move from manual to digital systems.
In a keynote address, the Deputy Minister for Lands and Natural Resources, Yusif Sulemana, highlighted the importance of land as a key driver of national development.
He explained that the Client Service Access Unit would serve as a one-stop centre for land-related services, including registration, valuation, surveys, and state lands management.
He noted that ELIS would improve transparency, reduce delays, strengthen record security, and allow for faster processing of land transactions.
He added that the system would also enable surveyors to upload data directly and improve tracking of applications.
“The success of these reforms will depend on professionalism and integrity,” he said, urging staff to maintain high standards of customer service.
The Deputy Minister also encouraged Metropolitan, Municipal and District Assemblies to support public sensitisation efforts and use land data to improve planning and revenue mobilisation.
He further announced that government had secured 67 percent of revenue generated by the Lands Commission to support its digital transformation agenda.
The Client Service Access Unit was subsequently declared officially open, with ELIS fully operational in the Volta Region.
Speaking on behalf of the Volta Regional Minister, the Chairman of the Volta Regional Lands Commission, Mr. Divine Fiakpui-Dzahini, commended the initiative but raised concerns including unpaid compensation on acquired lands, weak demarcation systems, logistical challenges, and staff welfare issues.
Philanthropist Mr. Francis Tay also supported the initiative, noting that discussions with the Executive Secretary of the Commission inspired his contribution towards the deployment of ELIS in the region.
The Executive Secretary of the Lands Commission, Anthony Owusu-Ansah, said the initiative forms part of broader efforts to modernise land administration, improve efficiency, and enhance transparency nationwide.
He urged staff to fully embrace the system and prioritise customer service.
The Chairman of the National Lands Commission, Wordsworth Odame Larbi, emphasised the need for proper maintenance of infrastructure and a strong commitment to accountability and professionalism to ensure the success of the digital reforms.
The event was attended by officials of the Lands Commission, traditional leaders, and other stakeholders, and ended with renewed commitments to deliver faster, more transparent, and citizen-centred land services in the Volta Region.
