Mahama Swears In Five-member Independent Fiscal Council
President John Dramani Mahama has sworn in a five-member Independent Fiscal Council as part of efforts to strengthen Ghana’s public financial management and promote fiscal discipline.
The Council was established under the Public Financial Management (Amendment) Act, 2025 (Act 1136), with a mandate to scrutinise government spending, monitor debt sustainability and promote transparency in the management of public resources.
At the swearing-in ceremony, President Mahama urged the Council to discharge its responsibilities independently and base its decisions on evidence and the national interest.
He stressed that fiscal responsibility should go beyond compliance with statutory requirements and be treated as a responsibility to both current and future generations.
“Fiscal responsibility must not be regarded merely as a statutory requirement; it is a moral obligation to present and future generations,” President Mahama said.
He further urged members of the Council to carry out their mandate without political bias as they work to strengthen Ghana’s fiscal governance framework.
The five-member Independent Fiscal Council is chaired by Dr Emmanuel Oteng Kumah, an international economic consultant.
The other members are former Bank of Ghana Governor Dr Henry Kofi Wampah; Professor Patrick Opoku Asuming of the University of Ghana Business School; think tank representative Leslie Dwight Mensah; and public policy expert J. Kweku Bedu-Addo.
The Council is expected to play a key role in promoting prudent management of public finances, ensuring greater scrutiny of government expenditure and supporting efforts to maintain debt sustainability.
Its establishment forms part of measures under Ghana’s amended public financial management framework aimed at strengthening fiscal oversight and accountability.
