TOR Plans Refinery Expansion To Deliver Cheaper Fuel – Deputy MD
The Tema Oil Refinery (TOR) is pursuing plans to expand its operations in a move aimed at increasing refining capacity and making quality petroleum products available to consumers at lower prices, Deputy Managing Director, Alhaji Mustapha Batalima Abubakar has said.
“Our aim is to provide quality petroleum products at cheaper prices to consumers,” he said.
Alhaji Abubakar called for a dedicated funding arrangement to support the refinery’s expansion project, noting that increased capacity would enable TOR to meet Ghana’s growing demand for petroleum products while serving markets across the Sahel region.
He made the remarks during discussions at the Ghana Petroleum Downstream Policy Forum organised by the Africa Centre for Energy Policy (ACEP) in Accra on November 5, 2026.
The Deputy Managing Director disclosed that TOR had so far refined about five million barrels of crude oil.
He also noted that the refinery currently produces all of Ghana’s premix fuel, an important resource for fishing communities, as well as aviation fuel.
Beyond its contribution to the country's petroleum supply, TOR provides thousands of direct and indirect jobs.
Alhaji Abubakar said a return to full operational capacity would create additional employment opportunities, particularly for young engineers and technical graduates.
He urged the government, regulators and civil society organisations to continue supporting efforts to restore the refinery to full operational capacity.
He said the proposed expansion would strengthen TOR’s ability to contribute to Ghana’s petroleum supply needs and support the wider downstream petroleum sector.
The Ghana Petroleum Downstream Policy Forum brought together policymakers, regulators, industry players and civil society organisations to examine emerging issues in the sector.
Discussions focused on regulatory reforms, fiscal arrangements and policies required to promote growth in Ghana’s downstream petroleum industry.
